Most crisis plans do not fail because of their content, but because nobody has tested them. An exercise quickly reveals where mandates, alerting routines and information flows break down.
Start simple. A realistic scenario, two hours and the right people in the room are enough to identify the most important gaps.
Document the lessons learned and adjust the plan immediately afterwards. That adjustment is where preparedness is actually built.
